TenantPetRights.org is an independent journalism and public interest project documenting patterns of Fair Housing Act enforcement and violations affecting tenants with emotional support animals and service animals across the United States.
We document patterns of Fair Housing Act enforcement and violations affecting tenants with emotional support animals and service animals. Our focus since September 2025 has been the documented surge in fees and accommodation denials following the withdrawal of HUD guidance document FHEO-2020-01.
The Fair Housing Act — 42 U.S.C. § 3604 — has not changed. Federal courts continue to enforce it. We are building the public record of what happened after the guidance was withdrawn, and documenting patterns that fair housing attorneys and advocacy organizations can use as a public resource.
Every case cited on this site links to its primary source. We do not publish case information without a publicly available federal or court record.
We are not attorneys. Nothing on this site is legal advice. We do not represent tenants, accept legal fees, or have any commercial arrangement with law firms or legal service providers.
We are not affiliated with any government agency, housing advocacy organization, tenant union, or commercial enterprise. This is an independent project funded by its editorial team.
If you have been denied an ESA accommodation or charged fees you believe are impermissible under federal law, you have two options:
1. File a free complaint with HUD at hud.gov/complaint. Free, takes approximately 20 minutes, and creates an official federal record.
2. Consult a licensed fair housing attorney. Many fair housing attorneys work on contingency — you pay nothing unless you win. Some cases have resulted in recoveries of $10,000 to $1,000,000 or more. Contact your state bar association for referrals.
If you experienced a violation since September 2025, your report contributes to the public record.
